Pull the puppy out, clear obvious water from the mouth if easy, warm, and call about evaluation.

Puppies have less reserve. Do not minimize a dunk that left them sputtering.
Keep bath water shallow and supervised after the crisis — prevention talk later.
If soapy water was inhaled, say so.
Avoid further baths until cleared.
